‘India is a rising power’ is no more merely subject of debate in academic.  India has proved its capability, has been realizing its potentiality. The desire for it to play a larger role in international politics comes from its self-conception of greatness as well as other perception. Its stable and vibrant democracy, vibrant economy and strong capable military strength gives an edge to have a say in politics among the nations. A nation or state must be cautious when it or he marching towards height. Now, what are the stumbling blocks that hinders India’s rising. If we calculate domestic and international politics uncountable nouns and pronouns can put together in this grammar that hinders its march.  However, this articles focus over how Jammu Kashmir issues could obstratate India’s rising. The necessity of review the policy of Nehru over Jammu Kashmir issues has arisen because; it is the most appropriate time to find out the solution of issue. Present moment is relatively witnessing a peaceful, stable and secure environment since last twenty two years. It is an opportunity to set the conditions and shape of politics in new directions. In this context articles tries to explore the Nehru’s follies on Kashmir.  It is folly because he had to withdraw his stance whichever he took. I am trying to put some examples.

1-Ignoring Patel

Sardar Patel continuously advised Nehru that the subject should be dealt with State Department which was administeres by him Nehru ignored his advice over the issues and handled it with Ministry of External Affairs. It was one of the biggest mistakes on the behalf of Nehru as a statesman.  Ultimately, it is proved that Patel was used as mask to control Maharaja Hari Singh. Nehru controlled all aspect of Jammu and Kashmir, but he could not have control over Maharaja, he used Patel to convince him for several times. Patel was kept away from resolution of JK issues.

2-Kissing Abdulla Sheikh

National conference was founded as a Muslim Conference later which renamed as National Conference with help of Maulana Kalam Azad and Nehru himself. He expressed unnecessary generosity to Sheikh. It seems that his desire to be secular (giving advantage to sheikh) was basic reason for kissing to Sheikh. The movement of National Conference was against the Maharaja Hari Singh. Sheikh demanded the liberation of Jammu Kashmir from the Maharaja. Nehru could not assess that Sheikh was never mass leader of Jammu and Kashmir. He was leader of only few dirtrecs of Kashmir valley.   In last, Nehru realized that Sheikh had different agenda and program that led him to make detain him. This proved his folly.

3- Sticking Maharaja Hari Singh

So called the problem of Jammu-Kashmir, apart from other dimension, was the clash of personality of Hari Singh and Pt Nehru. When Nehru was not allowed to entry in Jammu Kashmir in 1946 and was arrested by Maharaja, this event totally had turned Nehru hostile to Hari Singh. Nehru forced Maharaja Hari Singh to transfer his power to Sheikh without setting any procedural mechanism; finally, Hari Singh had to leave his own state and passed his remaining life as isolation in Mumbai where he died.

4- Marring National sentiments

Nehru could not hail the national sentiments and bow down himself to Sheikh. It should be cleared that throughout in JK, the divergence opinion prevailed. One group who were separatist and still provoking separatism, another group wanted to stay with India but with autonomy features. And third groups were those people who were representing the nationalist sentiment. They believed in complete merger of Jammu Kashmir state with India, that is Bharat. Parja Parishad movement- the first nationalist movement in region- was the symbol of nationalist sentiment. But, Nehru totally ignored the nationalist sentiments, and Sheikh had crushed these people with consent of Nehru.

5Following Mountbatten

The advice to go UN was suggested by Mountbatten. The naïve idealism of Nehru towards the UN and Mountbatten advice proved Himalayan mistake for country. Nehru could not understand the power politics of International politics that was being played between two power blocs led by USA and former Soviet Union. When SEATO and Cento was singed and Pakistan became a part of military treaties sponsored by the USA, Nehru felt his mistake, and lost his faith in UN’s impartial approach. If it was not his folly that would taken this responsibility.

6Avoiding Military Operation

All available facts and figures and the voices of military commanders suggest that India was in position to vacate the territory of the State territory from Pakistan supported tribe’s raids.  Indian military was capable to fight and vacate the area. Nehru left the area without taking full control of over the land and accepted the ceasefire. He could not understand the strategic significant of Gilgit baltistan- an area where the boundary of six empire sometimes meets. All invasions that India had faced in its history came from this direction. We were still suffering from Panipat Syndrom. India had lost this opportunity to recapture its boundary. It was a myopic vision on the part of national leadership losing the sight over Gilgit-Baltistan.

7- Accepting Article 370, Nehru Sheikh Accord of 1952

Accession of Jammu and Kashmir with India was full, complete and legally acceptable. Maharaja Hari Singh had singed same instrument of accession, as was signed by other princely state. Maharaja was full sovereign authority to decide to take side whether he wanted to go with India or Pakistan.  He decided to merge with India that is final and legal binding. Originally, there was no provision of article 370 in Indian constituent it had been incorporated later due to kindness of Nehru towards Sheikh. In constituent Assembly debate, it was objected by several member, it is obduracy of Nehru that favored the incorporation of article 370. The most historic debacle was the Delhi Accord which is also known as ‘Nehru-Sheikh Accord’. It is not valid agreement. It was only understanding between Nehru and sheikh. Till date have is no signed document of this understanding Here, He accepted two flags; two constitutions (Do nishan and do vidhan) and two kind of political system. We should know that due to article of 370, several welfare acts of government of India could not been implemented in Jammu Kashmir state.

What is to be remembered?

Nehru vision of Jammu Kashmir is proving very costly to India. The mistakes of big man carry larger consequences and lasting impacts. Now, India is paying the cost of great man’s mistake. Without doubt, Nehru was a great statesman, carried out successful foreign policy in the council of world affairs. But, in domestic front especially in case of regional security with reference to China and Pakistan, where nation call for protection, he suffered badly in terms of its strategy and policy. Finally, he is remembered as a failure and broken man.  In this regard, to search out any solution, following concerns must have in mind by the stakeholder in the state:

  • Nation need to make aware that Jammu Kashmir is not disputed issues, nor any promise has been made by the government of India for plebiscites or referendum on any international stage and there no special provision for autonomy. Article 370 is only additional legal procedure which is temporary not special article There are misperceptions created by academic and media, sustained by the separatists and accepted by the rest.
  • Article 370 is only creating dysfunction for implementing welfare schemes and plans sponsored by the government of India. The people of Jammu and Kashmir are suffering due to provision of this article. It is benefiting only the elite of Jammu Kashmir society.
  • Huge levels of nationalist sentiments are prevailing in Jammu Kashmir who desire to complete integration of state with India. They want the removal of article 370. In present context, the separatists do not carry a larger weight in Jammu Kashmir politics. All political and separatist leaders belong to only districts and their influence confines to 4-5 There are Kashmir speaking Sunni Muslims. Shiya Muslim, Gujjar and Pahari muslim rajput were never involved themselves in terrorist activities.
  • Since the rise of terrorism this period is witnessing the peaceful time in the state. It is time to call for national movement to reintegrate the Jammu and Kashmir and help in making of India as a great power. The merger of Kashmir will complete the national integration process that was started after independence.
  • Learning from the past it is an essential to view the mistake of Nehru and Sheikh, but the legacy of past will not help to resolve the issues. It is also a time of burning the past and look forward.
